Chesterton (1874 - 1936) was a Catholic, and here he has written very knowledgeably about the relations between the Irish and the British. The book was written around the time when the Irish were heading toward national independence. He felt that the Irish and the British could have negotiated in a more productive way that would have led to better outcomes for the Irish nation and England.
